Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are issued from various governments. Considerable effort is allocated on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track missile launches from across the border, a capacity provided through timely intelligence. From vantage locations, military aircraft that had been dispatched to intercept incoming cruise missiles streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through allied countries. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly becomes grim resignation: possibly the incoming missile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon opened up on a drone in the vicinity, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.
Intermittently, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's vital need on external assistance – a reliance that regional partners are demonstrably unable to fill in the short term.
Ineffective Peace Efforts
The comprehensive proposal from Washington sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new initiative from US leadership unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, persist.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership works based on a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unfeasible to force Russia to abandon the areas that it currently occupies in Ukraine's south or east.
The challenge is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not change more in its benefit in the coming year.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding people and territory but averting a complete military breakdown until circumstances change in its favour.
Present Conditions
Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are driving the talks.
Conclusion and Outlook
It took a just a single week to eliminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all did their job.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, mainly require continued Western support.
